3. The Superintending Engineers concerned are directed to relieve the officials under orders of promotion  and postings immediately by making local arrangements without waiting for substitutes and instruct them to join at the new post  before expiry  of  joining time. A report should be sent  to  the  Tamil Nadu Generation and Distribution Corporation Limited regarding  the  date  of  relief  and  date  of  joining  of  the officials.   This will be apart from the Certificate of  Transfer of Charge.

        4. The Superintending Engineers concerned are also directed to ensure that whether, any disciplinary proceeding is pending/charges framed/punishment awarded, if any, against the official mentioned in para-1 above, before serving the promotion order.  If so, necessary clarification may be obtained from the Secretary before   serving the said promotion order to the official concerned.
                                                                                                         
        5.  An option format is enclosed herewith.  The  officials mentioned  in  para-1 above are requested to  return  the  option format  duly  filled  in,  within one  month  from  the  date  of promotion and assumption of charge.  If the option format is  not received  within the said period of one month, their pay  in  the higher post will be fixed as specified in para-3 of Board's Memo. No.75406/P1/90-1, dated 19.3.1991.

PROCEEDINGS:-
          In the proceedings  first read above,  a panel consisting of 78 Assistant Executive Engineers/Civil suitable for promotion as Executive Engineer/Civil for the year              2014-2015, was approved including Thiru C.Kumaran, Assistant Executive Engineer/Civil (Sl.No.38).

2.  In the reference second read above, the name of Thiru C.Kumaran, Assistant Executive Engineer/Civil, has been withheld for promotion, in view of charge under 8(b) of D&A Regulation has been framed against him vide Memo.No.77936/A5/A52/ 2014-3, dated 09.12.2014 for having committed certain lapses in executing the works for erection of 230 KVSS Link line between Palladam 230 KVSS & Ingur 230 KVSS in Coimbatore Operation Circle. 

          3.  In the reference third read above, the charge framed against Thiru C.Kumaran, Assistant Executive Engineer/Civil has been dropped.  Hence, Thiru C.Kumaran, Assistant Executive Engineer/Civil/Coimbatore Electricity Distribution Circle (Metro), in his representation fourth read above,  has  requested for considering his name for promotion to the post of Executive Engineer/Civil. 

          4 .  Consequent on the orders issued vide reference third read above, under Regulation 92  of the  Tamil Nadu Electricity  Board  Service  Regulations,  read  with  the  Tamil  Nadu  Electricity   (Re-organisation and Reforms) Transfer Scheme, 2010, Thiru C.Kumaran, Assistant Executive Engineer/Civil/ Coimbatore Electricity Distribution Circle (Metro),  is  deemed  to  have  been promoted and appointed as Executive Engineer/Civil, in Category-3, Division-IV (Civil) Class-I of Tamil Nadu Generation and Distribution Corporation Limited Service with effect from 05.02.2015,  i.e. the date of joining of his junior, Thiru J,Tamilselvan, as Executive Engineer/Civil.

          5.  Thiru C.Kumaran, Assistant Executive Engineer/Civil/ Coimbatore Electricity Distribution Circle (Metro), on promotion,  is posted as Executive Engineer/Civil/ Division-II/Kundah Pumped Storage/Hydro Electric Project/Emarald, Office of the Chief Engineer/Projects/Civil/Erode vice Thiru V.Kumar, (under orders of promotion as Executive Engineer/Civil), whose order has been modified.

          6. He is eligible for fixation of pay in the post of Executive Engineer as per note-2 under regulation 37 of Tamil Nadu Electricity Board Service Regulations, read  with  the  Tamil  Nadu  Electricity   (Re-organisation and Reforms) Transfer Scheme 2010.  As Thiru C.Kumaran, Assistant Executive Engineer/Civil/ Coimbatore Electricity Distribution Circle (Metro),had not actually acted as Executive Engineer/Civil on 05.02.2015, his pay shall  notionally  be  fixed with  effect from 05.02.2015 (i.e.) the date of joining of his junior, Thiru J.Tamilselvan, as Executive Engineer/Civil.
         
          7. The Superintending Engineer/Coimbatore Electricity Distribution Circle (Metro) is  requested to relieve the official under orders of promotion  and posting immediately by making local arrangement without waiting for substitute and instruct her to join at the new post  before expiry  of  joining time. A report should be sent  to  the  Tamil Nadu Generation and Distribution Corporation Limited regarding  the  date  of  relief  and  date  of  joining  of  the official.   This will be apart from the Certificate of  Transfer of Charge.

          8.  The Superintending Engineer/Coimbatore Electricity Distribution Circle (Metro)  is also requested to ensure that whether, any disciplinary proceeding is pending/ charges framed/punishment awarded, if any, against the official mentioned in para-1 above, before serving the promotion order.  If so, necessary clarification may be obtained from the Secretary for  serving the said promotion order to the official concerned.
